Changes are coming to the downtown parking layout by December 2025. Below shows the parking layout approved by Council.

The map below shows the locations where parking restrictions are changing. The majority of 1st Avenue will remain as-is with 2 hour parking, 9am to 6pm.

Through data collection and public engagement completed as part of the Downtown Parking Study, we found that:
There is enough parking downtown—just not the right type of parking located in the right areas.
There is a need to change expectations and experiences so people feel comfortable walking short to further distances to get from parking to their destinations.
Downtown Mission is growing and there will be more pressure on the public parking supply.
Adjusting our parking layout is just one of the 17 action items recommended in the Downtown Parking Study to provide the right types of parking in the right areas, improve the parking experience downtown, and prepare for future growth.
The Downtown Parking Study was developed throughout 2023 and 2024 and was based on staff review and feedback from the community. The following engagement was completed:
Employees, customers, and visitors of downtown Mission were asked to share their parking experience through an in-person survey questionnaire (“intercept survey”) on April 26 and 29 and August 23 and 26, 2023.
The Mission Downtown Business Association (DBA) attended working group meetings with City staff on June 21 and October 19, 2023 to provide feedback on the progress of the study, including on findings from the parking conditions analysis and to workshop the draft parking management strategy.
Select members of the DBA’s Board of Directors attended a focus group meeting on November 11, 2023, to share the parking experience of downtown employees and customers and to provide feedback on preliminary recommendations.
Welton Towers participated in a focus group meeting on November 23, 2023, with select residents to better understand the parking experience of downtown residents who do not have access to dedicated off-street parking. Residents provided feedback on preliminary recommendations of the study that pertained to accommodating residential parking demand.
The Downtown Parking Study was presented to, and endorsed by, Council at their Regular Meeting of August 19, 2024.
An update on the Downtown Parking Reconfiguration Project was provided to Council at their Regular Meeting of October 20, 2025.
The Downtown Mission Parking Working Group was developed in November 2024, has been meeting every two months to review action items from the Downtown Parking Study, including the downtown parking layout reconfiguration.
What longer term options are available during the day?
People are encouraged to park at the TransLink parking lot (currently $3/day or $60/month) for longer term parking during the day.
Unrestricted on-street parking will be available in the outskirts of downtown. Anyone parking on-street is asked to respect residents in the area. People are required to follow the Traffic Bylaw regulations, such as no parking within 1.5m from driveways. Find information on parking regulations.
People are encouraged to take alternative transportation to the downtown including carpooling, walking, cycling, or transit.
What longer term options are available during evenings and weekends?
Most timed parking restrictions in the downtown are in effect daily from 9am to 6pm. This means there are no time restrictions overnight from 6pm to 9am.
In addition, the Welton Common parking lot (7337 Welton St) provides about 70 public parking spaces available on evenings and weekends.
The TransLink parking lot is also available for longer term parking.
What other parking changes are coming to the Downtown?
The Downtown Parking Study identified 17 action items to implement. Reconfiguring the downtown parking layout is one of those 17 action items. The list of action items are available in the Downtown Parking Study

Downtown parking Fast Facts
There are about 520 on-street parking spaces in the downtown.
During the busiest hour of the day, 76% of on-street parking spaces are occupied in the downtown.
In a typical day in the downtown, 84% of people park for four hours or less.
The West Coast Express parking lot has 251 parking spaces and is at 30% to 70% availability during the busiest time of day.
The Welton Common parking lot has about 70 parking spaces available at no cost for the public during evenings and weekends.
There are an additional 20 public parking spaces planned at the new Horne Street/2nd Avenue development.
